Early 1990s
The Internet was mainly used by universities, research institutions, and some governments.

User numbers were very small and mostly concentrated in the United States and a few Western countries.

Late 1990s
Rapid expansion began as the World Wide Web became popular around 1993–1995.

The United States led by a large margin in number of users.

European countries like Germany, the UK, and France also showed fast growth.

Japan was the leader in Asia for internet adoption at this time.

2000–2010
Internet users grew explosively worldwide.

The United States remained a top user base, but growth surged in China, India, Brazil, and Russia.

China’s internet population grew from virtually zero in the 1990s to hundreds of millions by 2010.

Europe as a whole reached high penetration rates, often above 50% of the population in Western Europe.

Mobile internet usage began to rise late in this period.

2010–2019
China became the largest internet user base globally with over 800 million users by 2019.

India saw dramatic growth, reaching over 500 million users, becoming the second-largest internet user country.

The United States had about 300 million users, with high penetration rates (~90%).
